The answer is "formally yes, Android is basically Linux".

There is, however, a nuance here. When people say "Linux", they usually mean not only the kernel (drivers for the most common hardware and the dispatcher responsible for the interaction of these drivers and user programs) but also the standard set of "GNU" console utilities, developed by programmers of the 70s. Therefore, by the way, perfectionists demand that instead of "Linux" we always write and pronounce "GNU / Linux".

Well, android does not include most of the above. There are no GNU utilities, and for obvious reasons, the drivers required to work with personal computer hardware are excluded from the composition. The drivers and hardware on smartphones are completely different. From the Linux we are used to, only the program manager itself has been preserved. And even then, it is very significantly redesigned, because the programs being launched do not work in a common space, as it happens on a regular computer. Each program on a smartphone runs in fact in a separate virtual machine, which severely restricts access rights to hardware and resources of other programs.

For more information about what exactly migrated from Linux to Android, it would be worth asking the programmers who develop system Android -applications. Yes, you are right. On desktops (desktop computers), Linux has remained mostly a toy for geeks. And thanks to mobile devices (smartphones, tablets), Linux was able to enter the market of "ordinary users".
